জার্মানিতে স্থায়ী নাগরিকত্ব পাওয়ার যোগ্যতা সমূহ -Regulations for permanent residence (PR) in Germany

যারা জার্মানির ব্যাপারে অধিকতর আগ্রহী তাদের জন্য এই পোষ্ট । আশা করি ভালো করে পড়ে নিবেন ।
A Niederlassungserlaubnis is an unrestricted residence permit for permanent residency in Germany and was introduced in 2005. It can be applied for once certain conditions have been met. In some cases it is granted automatically on arrival in Germany to citizens who have specific high qualifications to contribute to the German labour market, but usually it is issued once a person has completed an acknowledged period of residency in Germany.

The “difficult” and common way for obtaining a PR in Germany described in §9.

§ 9 Permanent Residence in Germany (Niederlassungserlaubnis)
(1)  The residence permit is a permanent residence permit. You are entitled to exercise an economic activity and can be provided with an additional stipulation only in cases expressly authorized by this Act. § 47 remains unaffected.
(2)  A residence permit is granted if one possess the followings:
  1. Valid residence permit for five years.
  2. Proof of ongoing financial support (Job, Phd etc.) and valid work permit.
  3. Proof that the applicant has been employed for five years and has paid the relevant social insurance contributions into the German system (Rentenversicherung). This is not required if one applies for the Daueraufenthalt-EG*(http://www.aufenthaltstitel.de/aufenthaltsg.html#9a) which is a PR for all EU countries.
  4. Sufficient knowledge of the German language
  5. Basic knowledge of German legal and social systems
  6. You do not pose any threat to the state or have not been punished in a criminal court.
  7. Proof of sufficient accommodation.

The requirements in (2.4) and (2.5) are fulfilled with successful completion of an integration course. Participation of an Integration course can be avoided if one is able to communicate orally in German.

The study period is calculated half of the duration and the duration of stay with residence permit with full time Job is calculated full. So if you have studied for 3 years and worked for 3.5 years, you are entitled to get a PR under this clause. If you are out of Germany for more than 6 months, you will lose your residence permit automatically.

In general, if you get a visa under clause 16 (Aufenthalt zum Zweck der Ausbildung  §16 Studium; Sprachkurse; Schulbesuch), the time will be counted 50%. Visa with clause 18-21 (Aufenthalt zum Zweck der Erwerbstätigkeit §18 Beschäftigung), 100% of stay will be counted for point 1.

New rule to get PR (Niederlassungserlaubnis) for who finished study in Germany and had worked for two years in Germany:

§ 18b settlement permit for graduates of German universities

An alien who has graduated successfully from a state or state-recognized university or similar educational institution in Germany, granted a permanent residence permit if
1**) You have lived with a valid residence permit for two years for employment or self-employment or under an EU Blue Card scheme.
2**) You have your degree from a German University, and corresponding appropriate work.
3) You have have all necessary permits to work.
4) You have 24 months to pay contributions into the state pension or another healthcare facility with comparable services.
5) You have sufficient knowledge of German (B1) and finished the integration course.
6) You have sufficient living space for you and your family.
With the basic conditions that most of us fulfill.
1) Your identity is clear and you meet the passport requirement.
2) Your livelihood is secured without having to take funds from public sources.
3) There is no reason for deportation against you.
4) Your stay at risk or not prejudicial to the interests of the Federal Republic of Germany.

*Note: Any job contract or Phd position that does not require (e.g. Phd with scholarship or students job with low income below 500) paying "Rentenversicherung", does not count for Niederlassungerlaubnis. But the better alternate to Niderlassungerlaubnis is Daueraufenthal-EG, which does not require to pay "Rentenversicherung". All you need is consecutive 5 years of valid residency (study period counted as half) inside Germany (vacation upto 6 months allowed).

Now the “easiest” way is described in clause § 19, still unknown to most foreigners.
§19 Permanent Residence for high qualified (Niederlassungserlaubnis für Hochqualifizierte)
A high qualified foreigner may get a PR right away (no waiting period - you can get on the first day of arrival, no language skills needed) once one fulfills the following criteria:
  1. Researcher with special knowledge
  2. Professorship in a University or specialists with leading position in Industry
  3. One shall earn a minimum salary of 64000 per year (This limit was 84K per annum earlier).

Wish our new generations will aim to become leaders and experts in their own field of studies so that they dont need to bother much about getting a PR :-). Germany is lacking experts like nowhere else in the world, they will be happy to provide a PR once you fulfill what they are looking for.
Requirements for Unlimited Work Permit
One can get unlimited work permit if one fulfills the following requirements:
  1. If stays in Germany for two years with the obligations to pay tax (full time job contracts).
  2. If one stays in total of three years in Germany, where the stay for study purpose counted as half and up to maximum of two years, and the rest of the time with the obligation to pay tax.
If one gets this permit, one will get the following clause "Erwerbstätigkeit gestattet" written in ones document. The bearer will be allowed to enter the German job market without any restriction. This is also required for PR as a valid work permit needed for that.

Students Visa Requirements Of Germany

Students Visa Requirements For Federal Republic of Germany
1. For the students’ visa (university studies with language course) you need :
a. A confirmation letter of admission to a German language course from any German
institution (if the language course is obligatory).
b. Original letter of admission (with subject mentioned, in which the admission is given).
or any one of the following:
- a letter from the university where the admission is mentioned
- a conditional admission, e.g. with Preparatory Course (Studienkolleg)
- a confirmation of acceptance
- a so called “final confirmation” from ASSIST
- A valid passport and two (2) passport photographs.
- Two (2) application forms, original documents and two (2) sets of photocopies of all the
documents.
- Proof of sufficient funds for the first study year (at least 7,908/- Euro) on a blocked account. For details on blocked accounts, please ask any
commercial bank.

- Please submit all your academic certificates with mark-sheets, admit cards, registration
card (S.S.C., H.S.C. and Bachelor Diploma or at least proof of one (1) study year in the
respective field). If any of the papers are missing, please collect a copy from your
respective Education Board before applying.
- If you have completed any German/English language course, please submit language
certificates.
- Certificate of proof of continued present education from the respective educational
institution. In case you are employed at this moment, please present an employment letter.
- If you are married, then submit proof of marriage (e.g. Nikah Nama).
- From the moment of entering the Federal Republic of Germany you are upon
request required to provide proof of a valid Health Insurance for 90 days. This may be done
through a regular Travel Health Insurance bought in Bangladesh. However, as soon as you
formally register and enroll with the German University/begin your studies, a regular Travel
Health Insurance loses its validity. You are then required to get a valid Health insurance
from a German Insurance provider. For any question in that regard you have to contact the
competent department of the German University and/or the competent Aliens' Office
(Ausländerbehörde).

2. For the students’ visa (direct admission without language course) you need :
- All the documents listed above except the language admission paper (1.a.)

3. Please send all the papers as Portable Document Format (PDF) to the following email for
an appointment:

N.B. If you intend to study in Germany after your language course ends, please state this fact in
your application, so that you can be issued a student visa, provided you fulfill the conditions. These visas entitle the holder to attend language courses and to study in Germany afterwards (see
above!). If you only apply for the language course visa, you will have to leave Germany at the end
of the course. It is not possible to convert this visa to any other form of residence permit in
Germany.
Please also take notice of the following important advice :
1. There is no legal right to a visa, even if all documents are complete. The ultimate decision is
taken by the Visa Section of the Embassy. You may also be asked to supply further
documentation.
2. The visa fee has to be paid when submitting the application form.
3. The application form should be submitted at least eight (8) weeks prior to departure.
4. You will have to open a blocked account with any bank in Bangladesh, and deposit the
amount of 7.908/- Euro1 (seven thousand nine hundred and eight Euro only in equivalent
Taka). The blocked account must have the following conditions:
(a) to transfer the amount to a bank account in Germany, if the student gets the visa.
(b) to be paid back to the student, if he/she shows his/her visa refusal from the Embassy.
(c) Please contact any commercial bank in Bangladesh who deals with students’ files in this
regard.
5. If you are financed by a sponsor in Germany, that person must submit a formal obligation
(Verpflichtungserklärung) according to §§ 66-68 of the German Residence Act.
6. If you receive a scholarship you must produce a letter of confirmation to this effect.
7. As a student in Germany you may work for a maximum of 120 full or 240 half days and,
depending on where you study, only during recess periods (e.g. semester holidays). This
applies to students only!
Remember : you can work when you are a student…You can not  as a Language course student.
8. In general students are not entitled to a family reunion with their spouses and children.
However there are exceptional cases, e.g. if you are a scholarship holder or on a postgraduate
course. In these cases you must be able to support yourself and your family, proof of sufficient
accommodation for your family, and be registered at an Institute for Higher Education in
Germany.
9. Please DO NOT send any document (invitations etc.) to the German Embassy per fax or email,
because any document (invitations etc.) sent through fax or email cannot be accepted.

কিভাবে জার্মানিতে ভর্তির তথ্য পেতে পারি ?


                                     জার্মানিতে  কোঁথায় কোন সাবজেক্ট এ পড়াশুনা করবেন তা কিভাবে খুঁজে বের করবেন?


আজকে আমরা আলোচনা করব জার্মানিতে কিভাবে আপনি আপনার কাঙ্খিত বিষয় ও ইউনিভার্সিটি খুঁজে নিবেন। আমাদের পেইজের জার্মান সম্পরকে পোস্ট গুলোতে অনেকে মন্তব্য করেছেন কীভাবে আবেদন করবে জার্মানিতে কোন সাবজেক্ট এ পড়াশুনা করবে । আমারা পোষ্টগুলো করার সময় অনেক লিঙ্ক ব্যাবহার করে থাকি কিন্তু দুঃখের বিষয় সবাই পোস্ট গুলো ভাল করে না পড়ে শুধু লাইক মারতে থাকেন।  আমারা পোস্ট করে এ যাব কিন্তু আপনার কোন উপকারে আসবে না যতক্ষণ আপনি নিজের চেষ্টা করবেন। সবার কাছে আনুরধ রাখব সবাই যেন আমাদের পোস্ট সমুহে বেবহিত লিঙ্কে গিয়ে বিস্তারিত জেনে নেন। ত দেখে নিন আমাদের স্ক্রীন শট গুলো জার্মানি  তে কীভাবে, কথায় আপনি প্রোগ্রাম খুজবেন?

এখান থেকে ইন্টারন্যাশনাল স্টুডেন্টস হিসেবে আপনাকে  ইনফর্মেশন ফর ফরেইনারস সিলেক্ট করতে হবে।  যাবেন এই লিঙ্কে Information for foreigners - Courses of study in Germany
উপরের স্ক্রীন শট টি দেখুন। 
এরপরে নিজের দিকে দেখতে পাবেন ইন্টারন্যাশনাল প্রোগ্রামস ইন জার্মানি । ক্লিক করবেন এখানে । লাল তীর দেয়া । International programmes in Germany



এরপর দেখতে পাবেন প্রোগ্রাম ডাটাবেস চলে আসছে । আপনি ওইখান থেকে আপানর পছন্দ সহিত ডিগ্রি প্রোগ্রাম সিলেক্ট করতে পারবেন। কোন সাবজেক্ট এ পড়তে চান ওটা সিলেক্ট করলে শুধু মাত্র আপনার পছন্দ ক্রিত সাবজেক্ট এ আসবে। যাবেন এই এখানে :-

আপনি ব্যাচেলর, মাস্টার্স, পি এইচ ডি যে সাবজেক্ট এ পড়তে চান সিলেক্ট করুন । তারপর কোন  প্রগামে পড়তে সেটা বেছে নিন। অনেকে সাবজেক্ট দেয়া আছে অই খানে।
    উপরের প্রোগ্রাম ডাটাবেস এ কি কি থাকবে সেগুল হল :
1#Degree/Level

2# Field of Study

3# Course Language

4# Location

5# Duration

সব কিছু যে আপনাকে সিলেক্ট করতে হবে এমন কোন কথা নয়। আপনি চাইলে শুধু মাত্র ব্যাচেলর লিখে বা মাস্টার্স লিখে ও সার্চ করতে পারেন। তবে মনে রাখবেন জার্মানিতে ইংলিশ এ পড়াশুনা করবেন বলে ল্যাঙ্গুয়েজ তা সিলেক্ট করতে ভুল বেন না ।

সবশেষে আপনি আপনার সিলেক্ট করা বিষয়ের উপর ভিত্তি করে অনেক গুলো রেজাল্ট দেখাবে। এই রকম।
আপনার সিলেক্ট করা সাবজেক্ট ,ডিগ্রি কোন কোন ইউনিভার্সিটি তে আছে এখানে শো করবে।


তারপর অই  প্রগ্রামের ওপর ক্লিক করলে বিস্তারিত আসবে । কখন, কোথায় । কোন  টাকা টিউশন ফী। কবে স্টার্ট হবে সেমিস্টার।

এখানে আসার পর আপনি সব কিছুর বিষয়ে বিস্তারিত জানতে পারবেন। উপরের শটটি ভাল করে দেখুন  কবে থেকে সেমিস্টার শুরু হবে প্লাস কোন ভাষায় পড়াশুনা হবে কি কি লাগবে সব , পাবেন ইউনিভার্সিটির নাম। অ্যাড্রেস ,  ইন্টারন্যাশনাল অফিস এর ইমেইল  সহ সব দরকারি তথ্য পাবেন। তাও ও জানতে পাবেন কি uni-assist এর মাধ্যমে অ্যাপ্লাই করতে হবে না কি সরাসরি ইউনিভার্সিটি তে করতে পারবেন। সরাসরি হলে ইন্টারন্যাশনাল অফিসার কে  ডাইরেক্ত ইমেইল করে দিন । কীভাবে করবে অফিসার কে ইমেইল তা আমাদের গ্রুপে ফাইল আকারে দেয়া আছে । Visit for More information Here.
